Im starting figure skating soon and my family doesn't have a lot of money to spend on gear. Where can I buy cheap good quality gear?

Used skates are a great way to get good quality skates without stretching your wallet. Check to see if there is a pro-shop at your rink, or if there are any local dealers that are selling used skates. They are usually in very good condition and they are pre-broken in, so you don't have the chore of skating in pain =). Consult a skating instructor at your rink to see what brand, style, and level of boot/blade combination you need, and it should be relatively easy to find a used pair in your area. Another plus to used skates is that when your grow out of them (or need a more advanced pair, depending on how fast you progress and where you end up in your moves) you can sell them back to the dealer and use the money to buy a new pair of skates, or another used pair. When it comes to attire, sweatpants are just fine for a beginner, and you won't need to purchase tights unless you are wearing a dress or skirt. Whatever you do, never EVER buy one of those $12 pairs of pond skates from a shoe store or a garage sale: they do not have the proper structure for figure skating on rink ice, and will sink inward due to lack of ankle support. Learning how to do your moves on bad skates will make it more difficult to do them properly on figure skates. Never skimp out on getting good quality figure skates. However, when it comes to skirts and/or dresses (should you decide to invest in some) spend a little extra money on the good quality ones, and they should last for quite awhile. Tights are usually not too expensive (between 7 and 13 dollars for footed ones, and 13-20 for over-the-boot ones), and footed tights should last you until you grow out of them. But over-the-boot tights tend to get scuffed up and should be replaced when absolutely necessary. If you decide to compete, make sure that you buy a set of tights that you wear only during competitions: this ensures that they will have minimal tears and will be in good condition for your performances. You don't need a lot of gear to start skating. In fact, just to start, you don't need any at all. Rental skates may be horrible, but I wouldn't buy any skates until you've at least got past realising that skating isn't as easy as it looks and can be downright scary. Some people only go once before deciding it isn't for them.
Once you've decided it is for you, speak to your coach about getting your own skates. The best way to get cheap good quality skates, IMO, is to get second hand ones. Your coach will know who's selling some and if they are worth the money.
Well, the first pair of skates i got were used and i used them for public skating. so buy used skates from like ebay and other websites and they will surely help! Just make sure to ask a lot of questions before you buy them. I did this and the plan worked out really well. When i really needed new really nice things, i sold my used ones and with the money for them i still needed more money but it helped by selling them. so good luck, and i hope you like figure skating!

If you mean skates look at your rink noticeboard to see if anyone is selling secondhand skates, you need to get someone who knows about skates to check they are not worn out or have faults. For outfits and stuff check ebay.
